Paula Brooks-McLellan, Chief Executive Officer

The Chief Executive Officer (CEO) of the Family Health Centers of Baltimore (FHCB), Mrs. Paula Brooks McLellan joined in 1993.  A native of Baltimore, Maryland, Brooks-McLellan is a graduate of Morgan State University and holds an undergraduate degree in Sociology; she subsequently completed her graduate studies at the University of Maryland with a master’s degree in Social Work.  Her professional career in health care has provided her with an exceptionally broad based perspective on both traditional and non-traditional health care management solutions.  Serving in senior level leadership, management and administrator positions throughout her career path have afforded Paula opportunities to establish an extensive professional network of colleagues who she routinely collaborates with on matters that directly impact and benefit the clients and stakeholders of the Family Health Centers of Baltimore.

Brooks-McLellan’s goal oriented business approach has resulted in the growth and expansion of the Family Health Centers of Baltimore from its original single site facility in 1993 to today’s network of four primary care facilities with active plans for future expansion.

Serving the primary health care needs of the underserved population of Baltimore City is the principal mission objective of FHCB and this CEO’s purpose-driven conviction to expand health care access across America for low income people; and to correct health care disparities among high risk and culturally diverse populations serves to align her ambitions succinctly with the FHCB long-term vision.

Committed, socially responsible and actively engaged as a community leader and advocate for disadvantaged youth and family health care, throughout her tenure as CEO, Paula has volunteered to serve on the boards of professional health care organizations and community organizations.  She currently serves as the chairwoman of the Cherry Hill Health Care Committee, a grass roots alliance of Cherry Hill residents, business owners and concerned citizens who have created the alliance to identify gaps in primary health care for the entire Cherry Hill community and align and recruit resource and service providers to deliver primary care services that bridge care gaps for this underserved urban neighborhood.  Mrs. Brooks-McLellan is a member of the Mercy Health Systems board of directors and a board member and past president of the Mid-Atlantic Association of Community Health Centers.

Paula is married to Welford “Mack” McLellan and is mother of 2 adult children and grandmother of 1 grandson.
